A required privilege is not held by the client

Since the above thread is closed, I wanted to post a solution that worked for me. We were able to solve this issue outside BO using the following link:

Specifically I'm told my Sys Admin made the following change: granted the "Act as Part of Operating System" privilege to the user account that the service is running under.
