A question with Navisphere

I have a Clariion FC5700 attached to a Win2k host running Navisphere manager ver 5.3.0(14.16) and host agent 5.3.0(14.13). I can see the array in Navisphere manager but I can't make any changes like adding storage groups. The host is directly connected to the array and is running the management software directly on it. I am accessing it through a priveledged user account. The flare version on the array is 5.11.59. In particular I am missing the tab for configuration access from the manager interface. I even connected serially to the FCLI and ran the unlock command which returned a prompt that said that the system was not locked. If anyone has any answers to this I would appreciate it.
 
fc5700 doesn't do storage groups.
fc4500, fc4700, cx series have flare that allows for storage groups.
