A question for the wisest of the wise... it aint me thats for sure

I got a G200 Millenium GFX card which says it has 8 mb of ram... (ran all tests on it AMI-Diag confirms this so does the specs from Matrox) now I took a closer look at the Rams used on it 4 in all and compared them with the ones on my Voodoo3 2000 16mb card (also 4 in all)and they where identically... Same chips on both cards same amound but different MB reading...

Now my question:

could it be that they are only used (on the Matrox) halfway or are crippled in anyway?
