A Notes dB for storing jpg & bmp files

Storing them is not a problem - you can use a Teamroom db and put them in the Body field.
The real issue is what you want to do with the images afterwards. Do you want a library, with a description and some other details ? Or do you want an image repository that can be linked to and accessed (i.e. from the web) ?
