A good *free* image editor?

I'm wondering if any of you know of a good free (or *very* cheap) image editor? I need one for a client so he can manipulate all of his pictures to fit into a specific sized template I am designing for his site. It doesn't need to be able to do any more just than crop and resize.

Any ideas?

Hi mate,

I use gimp for quite a bit of graphic work.. It doesn't have a lot of the more advanced features that other "expensive" ones do but it does the job well and does have some very nice effects...

Oh and did I mention that it was free?? LOL

I've used Irfanviewer quite a bit, too, and recommend it to people who want something simple but flexible.
