A does a BDC takes the rule of PDC in case of down?

If in a network the PDC for one reason go down, does the BDC take all network rules? Does the BDC do all the thinks of PDC? Can a BDC auto promote itself in case of PDC's down?

The PDC is the only controller with a writeable SAM. If it is offline, users can not change their domain passwords; admins can not add new user accounts or groups

If the PDC goes off the net, users will continue to be authenicated. A BDC will not automatically promote itself to PDC. The admin has to logon and promote the BDC of choice to PDC.

If the failure of the PDC is actually a network problem, you may wind up with two PDCs.
Check "Demote PDC manually" if that becomes your situation.

These issues were addressed in Windows 2000 where domain controllers all have updateable databases which will synch up automatically when network problems are fixed.
