We're setting up a new office with 4 lines corresponding to 4 external lines, here is our module configuration:

1-8 are external lines
10-18 are extensions
External line 4(xxx-xxx-xx61) is programmed to extension 18, 5 to 15(xxx-xxx-xx11), 6 to 16(xxx-xxx-xx36) and 7 to 17(xxx-xxx-xx59, this line not hooked up by the phone company yet). Each phone is only intended to ring when its corresponding number is called and has been programmed as such, simple right? Here's where it gets interesting though; we're intending to use 7311H12B's and they wont ring on only extension 16(xx36), but when we tried a 7311H14B it rings just fine.
All 12b's work fine on the other lines, so its not a defective phone. When 16's phone number is called, the appropriate extension on the faceplate of the phone turns solid red (not blinking, so we know its programmed). A 12b connected to 16 also dials/tx/rcv's just fine. If we swap the phone line leading to 5+6, the problem stays with the extension (xx11 previously assigned to 15 now assigned to 16 ceases working, xx36 previously assigned to 16, now assigned to 15 begins ringing properly).
What would keep a 12b from ringing that wouldnt keep a 14b from ringing? Sure, it's an option to just use the 14b, but that seems like a duct tape kind of solution to this problem.
