9i Forms and reports Frm-10142 HTTP Listner Error 1

When I am running forms9i on 8i database while running forms after compilation I am getting error "Frm-10142 The listener is not responding on (machine name ) at port 8888 .please start the listener or check your preferences at runtime.
My os is win2000. Pl some one help me to solve my problem
