This is normal behaviour and not only for 9i. To attach library you need source file (.pll). .PLX may be used only during runtime as it doesn't contain interface ("header") information (program unit signatures)

Thanks Dima. Of course, it was one of those DOH! moments!

I've also discovered the solution to the REPORTS_PATH problem too - The reports.sh script provided by Oracle resets the REPORT_PATH environment variable. Double DOH!
