9840D licensing problem on SL8500/OKM Key Encryption

Hi all - we purchase some refurbished 9840D tape drives for our SL8500. As we no longer pay ORACLE for support, we are configuring/installing them ourselves. I am well versed in enrolling drives in the OKM encryption but when I try to commit the changes we get COMMIT FAILED- no license. see attached. We are confused as if this is a WWN issue or serial number issue? Any comments/advice appreciated!
