9700 V4 On Oracle DB The Installer is unable to connect to DB server

Install Oracle Database 11g Release 2 (11.2.0.4.0) and then
2-CREATE TABLESPACE "MCRSPOS"
3-CREATE USER "MICROSDB"
when install Micros 9700 Version facing this problem The Installer is unable to connect to DB server
