9641 Phone constantly redialing

I have a 9641 with extension 1709 that is constantly redialing 1943
the User at 1709 says she is not touching the phone
1943 Call History list several calls from 1709
The only way we Stopped the 1709 phone from redialing was to unplug and restart the Phone
Thought maybe the Call History Button may have been Stuck (food, dirt)
i understand if the Call History Button is Pressed and a number on the list is Pressed it will call that number
Two Buttons (Call History and a Number on the List have to be Pressed
Trying to understand, without touching the Phone, why it was redialing
