9640G With SIP firmware will not accept DHCP offer 1

I have a 9640G with SIP firmware, when it boots I see the broadcast to the DHCP server and the DHCP offer reply but the phone will never get past "Wait DHCP Offering",

If I connect a H323 9640G it comes straight up.

Option 242 is set as below
MCIPADD=10.17.90.220,MCPORT=1719,HTTPSRVR=xxx-90-avaya.xxx.com,SIP_CONTROLLER_LIST=10.17.90.220

Don't know if this is the cause, but 9600 phones running SIP firmware are not supported by IP Office (okay pedant at the back, yes, supported in failover from Aura but that's all). So even if you get past the DHCP issue its not going to work correctly.

Stuck in a never ending cycle of file copying.

96xx phones with SIP firmware will work and use an Avaya Endpoint license instead of 3rd Party Endpoint, but since you lose a lot of functionality there no reason to not switch it to H.323.
