9620L Constantly reseting

I am installing a IPO500 V2 rel 7 with 9620L phones all with the exception of the first phone i pluged in is reseting constantly.
i went into craft set the ip for the call server still the same. then i proceeded to assign static ip to each phone same problem, they start to upgrade they start to download the .bin file get a response -905 then resets again.

I dont have an idea whats wrong.

After several attempts i put the two phones side by side and noted that the two menu when i entered craft are different the working one starts with 802.1x will the rest dont they seem to be missing several of the options within the menu. is ther something i must do to the phone itself.
