9620 backup

I have read evey post out there I think and cant get my 9620's to backup to the IPTEL server over http. This server is windows 2008 64bit. I have added everyone write to the httpdata and phonebackup directories

Phones are H323 3.1.1

When you hit backup on the phone it says backup failed

anyone have any ideas? Does my config look wrong?
 
I'm not about the IPTEL, but the only way i got backups to work was by using MS IIS. With the 46xx model phones, it was the ONLY way to perform backups. I tried using HFS with the 96xx, but that was a no go. Once I setup my http with IIS, the backups flew.
 
Today I disable IPtel and setup IIS and it did not work either. This is a 2008 server running IIS 7.5 which is alot different than IIS 6. IIS 7.5 behaved the same way as IPtel.
 
Yes i tried those so I just setup a 2003 machine with IIS and it was working within 10 minutes.
