9608 weird screen-phone reboots every 2-3 minutes

Running IPO 10.1.0.2 Essential. IPO and phones (mix 9608 and 9608G) are on dedicated cabling and switch. One phone out of 45, displays just a phone screen-see pictures. Exit on the 2nd picture reverts back to the first picture. Phone reboots every 2 to 3 minutes. I have deleted the user/ext, reset the phone, reprogram, replace with a known good/new phone, reboot switch/IPO, replace switch; same problem. This is simple config: no VLANS, phones have static IPs, no VPN phones, no internet access with plenty of IP end point licenses.

Run a sysmon with only the HTTP service enabled and see what file it's picking up when it loads.

Should say something like -
GET /user/backuprestore/NoUser7010_96xxdata.txt HTTP/1.1
User-Agent: AVAYA/SPICE/v6.8+(9608)/Std/0.

That should give you a clue as to what it's grabbing.
