9608 phones reboot with system restart

Hey all,
We go a customer with a R8.1 IP500 and about 100 9608 phones. the phones have the lastest firmware (6.2119) and work just fine but when we restart the control unit the phones completely shut down and restart instead of going into a "Discover" mode for just a few minutes. I've looked over the settings file and cannot find anything that would tell the phones to do a complete restart. We have these phones at alot of other offices with no problems. The issue is if we make any changes that need a reboot it is disconnecting the network connection to their pc from the back of the phone. I have a feeling this is a setting file issue but I cannot see anything to change. any suggestions would be great!
 
I have never seen this and to be honest i think it is something else.
We where running the same version (i am actually upgrading them now to a newer release) and they go in to the discover mode.
So this is not firmware related.

I have seen this on before, seen it back at R5 and more recently, that handsets often say "restart at URQ" on the screen as they reboot, very annoying and disruptive to the customer if they use pass through, best way to avoid it is to pull the systems patch lead out the switch just before you reboot. This obviously means programming it on the LAN2 port :)
