9608 G will not clear

I have a used avaya model 9608GD03B, application files 7.1.13.0.4, backup App file 7.1.3.0.11.
I am connecting it to an Avaya IP office 500 with release 9.0.12.0.

The phone does not have the default login and password. I can get into the craft menu after the reboot completes. How can I force the phone to get new settings from a default 46xxsettings.txt file on my server?

The only traffic i see on Wireshark is a few ARP requests.

In the ADDR menu, set http and https to the IP address of your IP Office.

I have tried point the http and the https addresses at my IP office and at my laptop that contains the Manager software. No change in behavior. I have also tried reset and clear on the "craft" menu. I have started a monitor session: I can see several DHCP requests denied. are there other filter check marks I should check to get a more complete Idea of why the 46xxSettings text file is not loading on this used phone. Can you get to 46xxsettings.txt on the same network that the phone is on?

Also this might be a compatibility issue with the firmware and the IPO (9.0 is really old). If I recollect, there were several posts about 9608s failing to come up on 9.x with the 9608s being on a newer firmware.
