9601 SIP phones and ring down

Any suggestions on how to get this to work? We modified the 46XX file, please see below,

SET SIPDOMAIN [we put the domain here]
SET SIPPORT 5061
SET SIP_CONTROLLER_LIST 10.60.189.21:5061;transport=tls,10.60.189.22:5061;transport=tls
SET SIP_PORT_SECURE 5061
SET SNTPSRVR 159.247.200.65
SET GMTOFFSET -5:00
SET HOTLINE [we did put the ring down number here, just don't want to post]

We placed the phone and when we pick up, it stays at dial tone. Any suggestions would be extremely welcomed.
