9600 and 4600 phones giving 404 error

I know the 4610/4620 is a really outdated phone, but unfortunately, I have quite a few on my network.

I just started a new HTTP server for my phones today, using Windows 2012/IIS. I have the options 176/242 configured in DHCP. That all seems to be working fine. But, the 4600 phones are not able to get the files from the HTTP server. I have verified the file exists, just seems to be an issue actually downloading it.

The 9600 phones seems to work for the 96x1Hupgrade file and the 46xxsettings file, but I just tried changing the screen saver logo to a different .jpg in the settings file, and got 404 error on the jpg.

Not sure if any of this makes sense, but hopefully someone can point me in the right direction. I'm thinking maybe permissions issues or something? Thanks!
 
UPDATE: Never mind the part about the 9600 phones. They are working correctly. I had a typo in the filename for the logo.
 
Can you access the same file via a web browser? MIME Types? Error logs?

Have you tried something other than IIS?
