9402-4xx error on IPL

I have been given an old AS/400 9402. When it boots, I get the error code B16B4900. The only info I can find is about a main storage dump. It doesn't seem to matter which mode I use, I still get that error. I'd like to boot into dst and reset qsecofr, but I need to make sure it will run at all before I mess with it.

Any ideas?
