911 without allowing outside calls

Management has said that nobody can make outside calls from the cafeteria phone.

I have not assigned it a line pool.

Now they want to make sure someone can dial 911 from that phone if they need it.

How can I set this up?

Give the cafeteria phone access to the line pool.

Build a restriction filter (say, filter 10) that has a restriction of 1,2,3,4,5,6,7,8,9. Open 9, and add 911 as an override. Apply filter 10 to the cafeteria phone, and you're set.
 
Didn't know you could use "A" in a restriction filter.

Think I would have caught on to that over the years.
