911 set as "alrt" doesn't dial out...

I'm helping someone set up Crisis Alerting and currently 911 is set as "locl" and not "svcl" in the ars call type. Changing 911 to "alrt" and the call does not go through. 411 as "alrt" does.

I'm not sure when I'll have access again to view the system itself to check route patterns, run a trace, etc but any thoughts on why 911 wouldn't work when set as "alrt"?

crisis alert needs to be added to the stations that monitor this as well, you will need access to the route pattern programming to troubleshoot this issue as well as a live trace such as list trace station or list trace tac
 
Correct, the crisis alert buttons are added on a station. Somehow (what I've been told), is that the 911 call does not go through if the call type is set as "alrt" from what is was before "locl" (I'm not sure yet on the type of busy/waive off, etc). I got to thinking about prefix marks etc but the route pattern wasn't modified, only the ars call type. If 911 maybe goes out a CO trunk, could changing the call type to "alrt" from "locl" make the call fail? I'll be investigating it further once I can see the system myself but it just seems strange to me in just changing the ars call type.
 
Do multiple locations/Network Regions? You need to verify the pub-unknown table and ars ana is set correctly. I have all of my locations set to alrt.
 
I have a few traces on this and am trying to get some more, just the one location. ARS code is 9 and they do have the digit conversion to change 11 to 911. From what I've been told, 911 works when set as "locl", just like how 411 currently is, but when you change 911 to "alrt" you get the unassigned number when dialing "9911". I'd really like to verify with them that 911 is working originally as programmed. 411 works with locl or alrt. Both use the same route.

I do see the # added in to what is dialed, not sure what that is about (9411# and 9911#).
