In my experience, most installers will program 911 in 1 of 2 ways: 1. Implement 911 through the ESA feature, and include a RLI that strips the leading 9 if 9911 is dialed (built as SPN 911 in LD 90). 2. In LD 90 build 2 SPNs 11 and 911. for the 1st entry, the leading 9 is added back onto the number using a DMI in the RLI. I prefer method 1, as this allows the most flexibility when implementing E911.
