911 issue from another System

I have a CS1k on 7.5 supporting our Contact Center. We are implementing a Cisco back office system and I am trying to route calls from the Cisco system over the local PRIs connected to the Avaya PBX. The Cisco Call Manager is sending (for example) 8911 from the phones in one location. I have built a DSC in the PBX pointing to the local PRI striping off the 8 I receive from Cisco but it is not working. Any ideas?
 
How is the Cisco connected via T-1 or SIP trunks? Also have you ran a dchannel trace to capture the call and see what is being sent and received? If so post it as would be nice to see the call capture.
