911 from checked out room 1

I have been asked to allow 911 calls from checked out rooms. It is a Hilton property, but I do not know what PMS they are using. Here is a look at COR for rooms. The FRL was 7 and 5, I changed to 0 to try to make it work.

I think you'd basically just need your 911 route to have FRL 0.
So long as the CORs aren't outward restricted and the 911 route requires the least privileges (FRL0) then it should be fine.

If the extension is x-ported when it's checked out, I believe you need to set the Default COR for Dissociated Sets. This is on page 3 of the system-parameter features.

If your switch is using a PMS system, usually the PMS applies Controlled Outward Restriction when the room is vacant, and removes the restriction when the room is checked in.
You could verify this by doing a status station of a checked out and checked in room to see what the Control Restrictions fields show.
If this is the case, there is a system parameter feature setting “controlled outward restriction intercept treatment” where you could change the setting to attendant so the call attempt would go to the attendant group, or you can put in an extension number that could have coverage to multiple stations and then test.
I don’t know of a way to allow 911 calls directly out if the room is vacant and set for Outward Restriction.
 
Status from vacant and occupied rooms. Vacant rooms are toll restricted by User Control Restriction. Looks like there is no way to route 911 from vacant rooms.

If the restriction is Toll you should be able to place 911 calls, and local calls. A couple of things to check -
First, on system parameters features there is a field - "Controlled Toll Restriction replaces.....". Is there an entry in this field?

Can the room place local calls? If not you could run a trace of an attempted local call from a vacant room and post the results.
