911 custom configuration - change site dialing plan

Setting up a ShoreTel system in a Health Care facility. A Nortel system is currently in place and the following occurs for 911 calls. If 911 is dialed from a telephone set the call is routed to the operator. If 9911 is dialed the call is routed to the local authorities. Is it possible to change the dialing plan on the ShoreTel to be able to route 911 calls to a specific extension?
I have used this configuration on the site dial plan … <911>xxx4999G, it will route 911 calls to an extension, however it will also route the 9911 calls to the same extension. Any ideas or advice will help.
