What feature or command is used to perform this, thanks.

Also, there is a built in feature of the 2000 to alert up to 2 stations when a user dials 911. It basically rings the phones and lights an "Emergency" key on their phones. The key will remain lit and you simply push the key to get more info. You can then find out who is dialing this and beat them with a stick.

This is a sub feature of E-911.
In the Feature programming manual look under Enhancded 911.
In LCR you give the 911 calls their own route pattern then for the LCR within that route pattern you flag option 166.
E.g. 8A5XXX>166>0
Then in CM 5116>04> you assign the first station the call is to ring at and in CM 5116>05 you can assign a second station.
In key data you must add a F6124 to an attcon or an F5025 key to a Dterm.
Adding the key to the Dterm was not available until 3300 series software (R8).
If you add a Barge in key you can also jump in on the call the same time it is calling/talking to 911.
The AP00-B card can also be programmed to provide data on 911 calls were the number is dialed and immediately hangs up.
