911 Calls unsuccessful

I have a BCM 400, v3.7 in America. We're having trouble dialing 911. When a user dials 911, it rings once, then disconnects. When a user dials 9911, "Restricted call" appears on the phone and nothing happens. Under Services-> Telephony Services-> Restriction Filters-> Filter 01-> Restrictions-> Restrictions 03, I see 911 listed as a restriction and an override.

Is there some additional programming that must be done?

the 911 restriction and override is a way to ensure that it can be dialed.
when dialing 911 do you already have dial tone or just intercom tone?
 
Turn on the BCM Monitor and watch to see what happes when 911 is dialed.

Filter 1 is the default Filter and it alows 911, make sure you haven't change he's Class.

Re: the straight 911 call (not 9+911):

If the above two posts don't resolve your issue, a couple of things come to mind:

1. As a test, try dialing 911# (# signifies the end of digit string). If the call completes normally, then you should try adjusting the interdigit timeout.

2. Check the "public dn lenght" for 911, ensure it is set to a lenght of 3. 3 is default.

Just in case: this is under: Services; Telephony Services; General Settings; Dialing Plan; Public network. Highlight 911 and check the digit length.

For the inter digit timeout, highlight dialing plan. Note, if set to high, you will encounter longer connect times. If set to low, users will complain that they don't have time to complete dialing.
