911 calls off 100IINA issues

I have a merlin magis 3.0 with a 100 ina board and can make and recieve calls fine off the pri that is set up for 5ess switch, 19 channels, but for some reason 911 busyes out every which way, 911 or 9911 can't fiqure this out please help
 
The 911 calls are routed through pool 70, and cannot be changed to any other pool. Typically, pool 70 contains loop start lines, and T1's are set up in pool 890 or 891. You may need to reassign your T1 channels to pool 70, but be sure to print out your ARS tables, so you can also change them to use pool 70 again, instead of whatever they are using now.

 
yea thanks for trying but the 70 pool is what everything is in they have only 1 pri no anolog lines, like many of my cust same senenorio only difference is ina board, somehow in that card 911 gets lost,
 
Give an extension "Pool Dial Out" access to pool 70, then at that phone, dial 70, then 911. This will send the call out without using any ARS tables. See if the call goes through. If yes, then print and post your ARS tables, but if it also fails, the problem lies with the pri carrier.
 
check your E911 table, make sure your channels are in partition 1 lines
