911 calls hear busy

We have an Option 11 release 23 and we can dial 9,911 but when we dial 911 we hear a busy signal. LD 90 shows SPN 911 RLI 0

Run the conversation Utility tool to determine all the outgoing codes. Also check that your extensions haven't got PREO set to 1 or 2 etc for pretranslation dialling.

It could be that your outgoing route is wrong.

Guessing your AC1 is 9 then SPN 911 so 9-911 required, do you have an SPN of 11 for example (AC1 9 + SPN 11)?
