I have an odd issue that I am hoping someone could perhaps shed some light on how this is occurring. I am hoping I have also provided the correct and sufficient information.
ENVIRONMENT

[li]We are a secondary PSAP (Public Safety Answering Point)[/li]
[li]CS1000E at 7.6[/li]
[li]We have 4 copper backup trunks on Route 0[/li]
[li]We have 7 x 911 copper circuits (we are not NG911 yet) and are still E911[/li]
[li]The 7 x 911 lines terminate on 3904 sets with add on modules as 7 separate PVR keys[/li]
[li]We use Komutel SIT2 for ANI/ALI and directory[/li]
[li]We use CAD Integraph/Hexagon[/li]
[li]The ANI/ALI gets pushed from Komutel SIT2 to CAD[/li]

ISSUE
[ul]
[li]Received incoming 911 call on our 1st 911 PVR line[/li]
[li]The ANI/ALI showed it was the phone number of our copper backup line[/li]
[li]The caller was in Iran and calling from a mobile phone with an Iran carrier[/li]
[li]Due to a language barrier, she did not understand when asked what number she called[/li]
[li]She wanted a wellness check on her husband who is in our City[/li]
[li]She called numerous times throughout the morning and each time the incoming number showed our copper backup line[/li]

We have had this issue before where our copper backup line appeared on an incoming 911 call from within our city.
I am trying to figure out how all this transpired and how it is even possible??????
