911 and Caller ID

We have a customer that has an old Nortel CS1000 connected to an Avaya IPO via a PRI. The customer is implementing a e911 solution. Calls from the IPO are fine. Some calls that come across the PRI from the Nortel phones send the correct information and some do not. If the user dials 9911, the correct information goes out. However, we do not get the right information if 911 is dialed.
 
When 9911 is dialed from the Nortel, we can see the name and extension in a System Status call trace. It shows up: “ext number, name”. When 911 is dialed from the Nortel, we only see the name in the System Status call trace.
 
I would suggest a 911 short code. But I don't have a way to test it to help.
