911 Alert for Calls Crossing Tie Line from CS1000 and out PRI on IPO

Built an Account Code to trigger recording and email for 911 calls originating from IPO phones. I need to get a alert setup for 911 calls that originate on a CS100, cross a tieline (PRI) to an Avaya IPO and then out the PRI of the IPO. any ideas?
