911 Access on restricted phones

Hello all.

A hotel property wishes to have 911 access on all exts. The usual programming practice in a hotel is to give the guestrooms a wide open COR (FRL 7 with no calling restrictions) and then apply an Outward User Controlled Restriction to the extension when the room is vacant.

The site wants to dial 911 direct from any guestroom, vacant or otherwise, however the 9 is immediately killed by the outward restriction.

Is there a good way to give the site what they want without having to radically preprogram the PBX??
