911, 9-911

BCM 450, R6. When users dial 9-911 call goes out as it should. When the dial 911, the call just sits there, presumably waiting for the dial string to complete. Is there a way to have it programmed both ways? So that if either 911 or 9-911 are dialed the call will be completed? Thanks in advance.

There is nothing more to complete, it does not work because you did not dial the outside code of 9 at the begging of the string as you just said.
