9100 - cmd 15-14

I have a question regarding cmd 15-14. What is it used for. I never look at and I have never specifically programmed it from web pro or pc pro.
Also, does anyone know if we can expand personal station speed dials bins? give an ext more than 10 bins.

15-14 used to be for the older Aspire phones BITD. I don't know if they repurposed those..I know they are not expandable. Night want to look into telephone books. Those are by extension and I THINK can have like 500 numbers per extension and there are like 200 books you can assign?
