900 access

I want to give 900 access to only a few phones.

I think it has something to do with Restriction Filters.

Am i correct?

Anyone have any ideas?

Add 1900 as a restriction in filter 2. That's the default filter applied to all sets. Build a new restriction filter that doesn't restrict 1900, and apply that filter to the sets you want to be able to dial 900 numbers.
 
I did that and I no longer get denied...

When i dial the 900 number I get a busy signal. but when i use my cell phone it goes through.

 
Might there be a 900 number block on your trunks connected to your BCM?
