9 not available for external calls

hi,
customer has a mics 4.0 with a fiber nam,after long power outage it comes up default,so I swapped the 4.0 with a 7.1 and the Nam with a Call Pilot 150,Only problem is that the digit 9 is not available in external codes only 3,4 5 or 7, they have 7 lines with no line appearances so i made it "7" to access a line from pool "a" for now,(the weekend) If I remember right the 9 is being used by default somewhere else and I need to find it and delete it so I can use it in external codes.
what uses 9 by default? or how do i build it to be able to have it as an option for external codes?

Where did the 7.1 come from? was it used? I would do a startup on the 7.1 to get everything back to default and program from there. 9 will be only in external number setting. Someone could have done some funky programming on it before. If you don't want to startup I would check park code, destination code and so on.
 
Thanks, I did a startup before I swapped it,thats why i thought it was strange not to have it waiting in external codes,I'll check desti and park codes in the AM tomorrow.
