9 Forwards Calls instead of Call Out like usual

So we have a tech that isn't too familiar with the Nortel Phone System and he must have done something to make the 9 button forward calls instead of call out to an outside line like it is supposed to. He did this during a routine voicemail password reset that he must have done wrong.

What do I do to fix this as I can't seem to find what he did.
 
I don't follow.

I understand that you used to dial 9 to grab a line, but that's it.

From the user standpoint, is the problem actually with the phone system or with the voicemail?
Can you explain or give an example of what currently happens when you dial 9?
Is there anything that is shown on the display when you dial 9?

It might also be useful if you could share the version of the software you are running, both for the phone system and the voicemail.
 
Is this happening on all phones or only one? If it is only one phone this sounds like it could be a case where a button that is programmed for call forward is stuck in the depressed state so that no matter what you push it will show "call forward" in the display. Check all the buttons to make sure they are not stuck.

Sounds like he reprogrammed a key some how.
The 9 button meaning a "Pool" button (Feature 64)
So when you press the Pool button it acts as a forward button (Feature 4)

To correct do Feature * 3, press your Pool key, press Feature 64 then 9.
If you used 8 to dial out elsewhere it would be F648
