9-0 call does not complete through gateway

I have call manager 3.2(2c) that sits behind a DMS-100 and connects to it through an H.323 Cisco 7206 gateway.

Whenever I dial 9-0 (9 to get out of the DMS-100 and 0 to get a local operator) the call does not complete. All other calls; ip internal, DMS, local, national, and international complete fine.

I have tried adjusting route patterns and gateway configurations in call manager with no luck. I have also tried the numbering-type setting on the gateway dial-peer statement to no avail.

I'm running out of things to try...
