8710 - IP Phantom Calls

We have a 8710 (v3.0.1) with several sites LSPed off of the main location. Recently we have been getting phantom calls in the remote sites where it appears call handling is set-up but the audio connection never goes through(call goes through, rings, but knowone is there). We have local trunking at each of the locations. All our codecs for all of our network regions are set to G729. Avaya has looked at the issue but is still lost for a solution - Anyone have any Ideas?
