850 ink purge time?

Does anyone have the steps for reducing the ink purge time on a Phaser 850?

I had problems with the print head a year ago and the tech who replaced it changed some settings, now when it goes through a cleaning cycle is purges about 1/4 a stick of ink. I think he set it at max purge time or something.

A tech can not change the purge time.
There are 3 types of purges on these machine. If after the first purge, you select the cleaning procedure again within a few minutes the machine will do a heavier purge. And if you do it again after that, an even heavier one.

However, 1/4 of an ink stick per color is normal for a print head purge. A tech is not able to change this.
You possible had a problem with your cap/wipe/purge assembly (bad gasket?) if you didn't get that much ink in your waste tray before. Which would most likely cause blocked jets on the printhead.
