8410D phone speaker no dial tone when dialing out

Hi,

System wide problem that when the users press speaker on their 8410D phone and dial out, they do not hear a dial tone, but they are able to dial out and when the called party answers the phone they are able to talk to them via the speaker. When they pick up the handset they hear dial tone like a regular call. Why can't they hear dial tone on the speaker when dialing out? Is there some parameter I need to change?

hit the mute button then you will hear the dial tone when on speaker
