The Merlin Plus (820D2) supports "Disallowed Lists" to be applied to any station (voice terminal.) You can use wildcards to prevent dialing out. You can also have certain numbers allowable (such as 911.) This is too complicated to describe here; I suggest you download the full manual from Avaya.com
