8100/9100 dial analysis table CMD 11-20

Just want to get some feedback on how you interpret CMD 11-20/44-02

my scenario is CCIS and the need to break out particular ext numbers within a range. Like 5105 needs to go F-route and the rest of 510x number are exts
I will send 51 to Dial Analysis and then make the breakout for the range of exts
I have always matched everything in 44-02 with what I put in 11-20 if I was using 11-20. I remember someone at NTAC telling me that had to match if I was using Dial Analysis. That was probably 15 years ago. Does anyone use it much and if so, is that still the case? So far, I haven't heard back from NTAC
