When trying to create an email address for a distribution group, a non-Exchange Admin gets the following error from the group creation wizard in AD Users and Computers:

The user is a Domain Admin and we believe it to be a permissions issue on Exchange but we are having trouble finding the right permissions to grant.
The AD tools and Exchange tools are patched to the latest versions and are running on a Windows XP SP2 machine.
This error (worded differently) also occurs if when trying to use "Exchange Tasks..." to establish an email address after a group is created.
