7945 On-Hook Dialing limitations

I've been trying to figure out what the on-hook dialing digit limitation is on my 7945 phones connected to CM8.5.

Problem is we require users to dial #9(11-digit matter #)9(long distance tel#) and if I try to do it from placed calls or while on hook the nice Cisco lady says "your call cannot be completed as dialed. Call works if you go off hook first and on-hook works for 10-digit local so I assume the on-hook feature isn't sending all the digits to CM for evaluation. It also works as a speed dial.

Been searching the web and can't seem to come up with anything. Thanks.
 
The issue sounds like it could be associated with ENBLOC dialing vs. OVERLAP dialing. On-Hook is ENBLOC hence the CM is looking at the entire string of digits all at once and attempting to interpret that as a valid number in and of itself, which of course it is not. By comparison, when you're in the offhook state you're able to send the digits sequentially and thus the CM is able to correctly parse them.

It might help if the CM allowed the use of pauses being inserted in the digit string. Alas, it does not.
