7921 Roaming?

I have eight AP521G with no controller for uc500 with 11 7921 wireless phones. Can I roam between APs? I have seen several sites that state I need a controller but I wanted to confirm this is needed.

We received the equipment an tested this theory. Bottom line is that this seems to work just fine without a controller. We were able to connect from one ap to another once the signal was lost. We never lost audio on the test call. Verified by clients connection to the ap's.

I'm sure a controller would make life easier but the customer has a limited budget.
