7100 ITP License Expired (Not Registered)

We have a OS7100 MP10a with license for 5 ITP Phones. It was working fine testing ITP Phones, then stopped. On a SMTi-5220 it displays License Expired (Not Registered).

In the System Configuration->License Key, it shows IP Phone Max Count 5, Connected 5 even though there are no other phones attached.

If you go to 6.3.15 you can clear the registration on a per phone basis, set to clear registration and set forced logout to yes and save.
